I personally don't think he is equal to Goku, he said it himself, Goku is smarter at training. He still thought he'd beat Goku at the end, though! Liez, he never said such a thing. The closest we get is in the Kanzenban ending (Not even sure if that counts as canon?) where he says: Chapter: 519 (DBZ 325), P17.1 [Kanzenban] Context: after Goku flies off with Oob Vegeta: “I’ll definitely win soon. You’ll see, Kakarot… ” I hoped you would post that because I was too lazy to do it. So, "soon" means he either had SSjin 3 up his sleeve and just needed to get a bit stronger, or was about equal with Goku and just needed SSjin 3. Shazam.

You’ll see, Kakarot… ” Vegeta went in the tourney with the idea he could beat Mr Buu at least to get to Goku and this great fighter (Bulma states Vegeta is second on earth as well when UUbs existence as the mystery guy is brought up), and the no SSJ rule was logically still in place or else Goten wouldn't have been crying about getting Buu after years of progression (slow but progression nonetheless).
